Also max potential speed adsl2 can get is only 24mbs. That is how horrible and old Telstra infrastructure is.
Basically what he is trying to say is he is a zone 2 or 3 customer. All the equipment in his exchange is owned by Telstra so the costs for his ISP are greater. Those in Metropoliton areas (zone 1) may have access to DSLAMS installed in Telstra's exchange etc. that are owned by the ISP (Internode, IINET, Adam etc.) which reduces the cost to the ISP and of course the customer.
