Foggy as in moisture?, or foggy as in burnt? Look for a bullseye in the glass, or if they are burnt (internally), then (beam) replacement is the only viable option.

Sounds as though it may be burnt out, most likley either from too high a wattage bulb or from having had long term moisture issues & being switched on thus cooking the reflector. They aren't too expensive to replace, I've got a few (beams) here if you need any.

ive found it extremley common on AU XR's for the smaller beam of the 2 to look foggy.....

on every light i reco, i fill them with water and swish them arround, blow them out with a compressor to get as much of the water out as possible them steam them out in an oven.....

its a bit of a difficult process, especially getting all the water out so you dont get droplets on the inside of the lens....
