If speeding is so dangerous, and the government want us to slow down, why do all state and regional budgets account for speeding ticket income in their figures. Surely they should assume $0?

Because people speed regardless and Governments (and you) know they will get income from speeding fines. Good budgeting involves making reasonable estimates of all income so why would you not budget for it. Your question is akin to suggesting that we should close all prisons as the Government has educated everyone about the law so they won't be needed.
