Default Electric unicycle doing 50+ km/h

Hi,
Today I was riding my motorbike from work, and spotted this suitcase style 'unicycle' that a guy was standing up riding on. It was a little downhill, and I looked at my speedo, the crazy rider was doing over 50 km/hr !

His feet was very close to the ground standing on some foot boards, and it had one bicycle wheel. Total height of the thing was roughly up to his knees. It had a tail light and a headlight. I couldn't see a bicycle handlebar anywhere, so it looked like it was a hand held controller not attached to the 'unicycle'. It had a sticker something 'electric' (didn't get to study it as he did a sharp turn up a footpath to the side.

Quite a few have scooters lately, but they seem to not be doing much more than 25 km/hr.

I wouldn't like to fall off a 'cycle' like that at such a high speed! I'm sure the police would be a little interested also if they had spotted this thing in such a hurry. Anyone else seen these?
