Default Vic Peer Passenger Restrictions?

Hi all,

On the weekend my mate, my girlfriend and I went for a trip down the Great Alpine Road. I let my buddy, who is on his red P's have a drive of my car and sure enough he was pulled over by the cops in about 30 minutes..

Now, we are all within the age of 16-22 (me being 20 and on my full license), but the catch is that it clearly states on the VicRoads website that when a fully licensed driver is in the front passenger seat the passenger restrictions do not apply..

I stated this to the police officer who deflected the statement straight away shaking his head and saying I have my facts wrong. He then proceeded to say that as long as my mate's on his P1 license, he can't carry more than one person between the ages of 16-22, regardless.

Anyway, he went back to his car and did the license and registration check ups etc. then come back and said he'd let my mate off with a 'warning'.

So, does anyone here actually know what the rules are? Was my mate in the wrong or does the officer not know the law properly?
