Default KA Laser fuel tank

Hi all

Decided to crank up wifeys old Laser, 1.5 5spd. It's been sitting still for a few years so put a good battery in, good fluid levels, 20 litres fresh fuel, bit down the carb and crank. It fired up good but stopped again. Fuel filter was still dry. Dipped the hose from the filter into a fuel container and cranked again. It started and ran so fuel pump works.
Now to the fuel tank. Is there a reason the supply line from the tank does not allow air to be blown through it, one way check valve maybe? Removed the tank, connected air to the supply outlet but no blow. Even an electric pump would not draw anything out. Poked a bit of soft wire into the tubing and it stopped about a foot in. Is this a pick up filter?

A bit of a story and the wife says a waste of time but i'd like so solve it so any ideas welcome, may lead to another tank even.
