Not on a highway, as per the definition of the Road Safety Act 1986. Offence would be careless improper use, as in a deliberate loss of traction. My advanced driver training with my current employment taught me to avoid losing traction.
But if one gets on to a skid pan etc then I don't mind an all wheel skid or two.
